Expands the Department of Small Business and Supplier Diversity's authority to implement remediation or enhancement measures for "employment services organizations" alongside existing support for small, women-owned, and minority-owned businesses

Requires state agencies to include employment services organizations in their annual progress reports on procurement submitted to the Director

Mandates the Director develop data collection processes to track and report state expenditures to employment services organizations in addition to small, women-owned, and minority-owned businesses

Directs the Department of Small Business and Supplier Diversity to amend Virginia Administrative Code (7VAC13) to specifically reference employment services organizations in relevant regulations
