Amends the Virginia Freedom of Information Act to redefine "meeting" as an assemblage of a quorum of a public body's members, rather than the current threshold of three members or a quorum if less than three.

Changes quorum determination rules so that any member approved for remote participation counts toward the physical quorum, regardless of the reason for remote attendance.

Removes the previous distinction where only members with disabilities or caregivers for persons with disabilities could count toward quorum when participating remotely.

Applies the same quorum-counting treatment to all four categories of approved remote participation: disability, caregiving responsibilities, distance over 60 miles from meeting location, and personal matters.
