Requires the Director of the Department of Housing and Community Development to develop an accessory dwelling unit (ADU) construction guide in plain language, in consultation with the Virginia Municipal League and Virginia Association of Counties.

The ADU guide must include an overview of the construction process, a review of local ordinances, permits, fees, programs, and incentives by locality, and a catalog of model ADU designs suitable for various local conditions and restrictions.

Mandates the ADU construction guide be updated at least every five years.

Amends § 36-139 of the Code of Virginia by adding this new responsibility to the existing list of Director powers and duties.
