Requires the State Council of Higher Education for Virginia (SCHEV) to develop guidelines for creating transition Individualized Education Programs (IEPs) for students with disabilities, in consultation with the Department of Education, public higher education institutions, and public secondary schools

Mandates that the developed transition IEP guidelines be submitted to the Department of Education for public posting and access by IEP teams of students with disabilities

Requires guidelines to include information on Inclusive Postsecondary Education Programs and facilitate timely provision of transition services and accommodations at public higher education institutions

Encourages private higher education institutions to make the transition IEP guidelines available to help students with disabilities receive timely services and accommodations

Extends the reporting deadline from November 1, 2025 to November 1, 2026 for SCHEV to submit findings and recommendations, including a copy of the transition IEP guidelines, to the Senate Committee on Education and Health and House Committee on Education
