Expands state financial aid eligibility to students with intellectual disabilities enrolled in comprehensive transition and postsecondary programs at Virginia public colleges and universities

Defines "comprehensive transition and postsecondary programs" as programs designed for students with intellectual disabilities that require at least half of participation to focus on academic components alongside students without disabilities

Waives traditional eligibility requirements for these students, including the need to pursue a degree or certificate, possess a high school diploma, or pass equivalency examinations

Requires the State Council of Higher Education for Virginia to develop alternative equivalent standards for GPA, class rank, or other academic criteria when determining financial aid eligibility for students with intellectual disabilities

Defines eligible students as those with cognitive impairments who are currently or were formerly eligible for special education services under the Individuals with Disabilities Education Act
