Limits disbursements to interest earned on the Fund after initial capitalization, with claims eligible only after victims exhaust Criminal Injuries Compensation Fund awards and at least two years have passed since the event

Creates a five-member Mass Violence Care Fund Advisory Board selected by Virginia Workers' Compensation Commission leadership to annually review Fund operations

Requires the Commission to establish a public information program including a dedicated website, brochures, and public service advertisements to inform victims of their right to compensation
