Establishes a new diploma seal for excellence in fine arts that students can earn upon graduating from Virginia public high schools

Adds the fine arts diploma seal to the Board of Education's list of industry-recognized workforce credentials that may substitute for certain graduation credit requirements

Classifies the fine arts excellence seal as a "high-demand industry workforce credential" for satisfying graduation requirements, alongside the existing seal of biliteracy

Amends Virginia Code §§ 22.1-253.13:1 and 22.1-253.13:4 to incorporate the new seal into the Standards of Quality for public education

Requires the Board of Education to include the fine arts seal on its comprehensive list of workforce credentials maintained in collaboration with the Virginia Community College System and industry partners
