Establishes a State Board of Local and Regional Jails as a separate entity from the Board of Corrections, removing local and regional jail oversight responsibilities from the Department of Corrections.

Amends multiple sections of the Virginia Code (§§ 9.1-101, 18.2-57, 18.2-308.016, 53.1-2, 53.1-5, 53.1-10, 53.1-17.2, and 59.1-148.3) to reflect the organizational change and update statutory references.

Changes subdivision numbering in § 53.1-10 from "11" to "10" for employees with internal investigations authority designated by the Department of Corrections.

Updates definitions of "law-enforcement officer" across multiple code sections to align with the new board structure and renumbered provisions.
