Establishes the Children's Cabinet as an advisory council in the executive branch to advise the Governor on matters pertaining to children's health, safety, and well-being in Virginia

Membership includes the Governor's Chief of Staff (serving as chair), Secretaries of the Commonwealth, Agriculture and Forestry, Commerce and Trade, Education, Health and Human Resources, and Public Safety and Homeland Security, plus the Children's Ombudsman

Cabinet must meet at least four times per year and is tasked with encouraging cross-agency collaboration to improve outcomes for children, particularly those at high risk

Focus areas include early childhood development and school readiness, nutrition and food security for pregnant women and children, and student safety for school-age children

Requires submission of an annual report and executive summary to the Governor and General Assembly by the first day of each regular legislative session
