Amends Virginia pari-mutuel wagering law to add two new recipients of historical horse racing revenue: the Shenandoah County Agricultural Foundation and the Great Meadow Foundation, each receiving 0.025% of pari-mutuel pools.

Designates that funds to these two foundations must support the promotion, education, maintenance, and safety of horse racing at their facilities.

Modifies distribution of historical horse racing revenue generated at satellite facilities on and after July 1, 2026, directing 0.56% to the locality where the satellite facility is located rather than splitting it between the satellite facility locality and racetrack locality.

Maintains existing distributions from historical horse racing pools including 0.01% to the Problem Gambling Treatment and Support Fund and 0.025% each to the Virginia Breeders Fund, Virginia-Maryland Regional College of Veterinary Medicine, Virginia Horse Center Foundation, and Virginia Horse Industry Board.
