Requires water users who provide water offsite to report monthly or quarterly volumes separately for data centers with air permits, domestic purposes, commercial/industrial purposes, and other non-categorized uses

Mandates separate reporting of potable water and reclaimed water volumes, with reclaimed water defined as water treated and repurposed from wastewater or non-potable sources

Prohibits aggregating reclaimed water volumes with potable water volumes in any public reporting, summary, or planning documents produced by the State Water Control Board

Applies to water users already required to register withdrawals exceeding one million gallons monthly for crop irrigation or averaging over 10,000 gallons daily for other uses

Takes effect January 1, 2027
