Directs the State Council of Higher Education for Virginia (SCHEV) to assess the potential impact of requiring baccalaureate public institutions to offer fixed in-state tuition rates for Virginia students

Fixed tuition would lock in the rate for incoming first-year undergraduate students enrolled in four-year programs for up to four academic years

Students would qualify for the fixed rate while making satisfactory progress toward their degree and maintaining continuous enrollment

SCHEV must consult with each baccalaureate public institution of higher education in developing the assessment

Findings must be reported to the House Committees on Appropriations and Education and Senate Committees on Education and Health and Finance and Appropriations by November 30, 2026
