Requires the Secretary of Agriculture and Forestry to develop a comprehensive Virginia Farm and Forest Prosperity Plan during the first year of each new gubernatorial administration

Plan must focus on economic prosperity, diversification, and growth of Virginia's agriculture and forestry industries over the four-year gubernatorial term

Secretary must review existing agriculture and forestry policies and make revisions deemed necessary for the Commonwealth

Requires coordination with agriculture and forestry organizations, agribusiness community members, and other stakeholders in developing the Plan

Secretary must submit a progress report to the Governor and chairs of relevant House and Senate committees by December 1 of each administration's first year
