Expands the definition of "essential service" under the Virginia Residential Landlord and Tenant Act to include air conditioning when supplied by the landlord, in addition to existing essential services like heat, running water, hot water, electricity, and gas.

Removes the previous limitation that only "central" air conditioning qualified as an essential service, broadening coverage to any landlord-supplied air conditioning.

Classifying air conditioning as an essential service means landlords have legal obligations to maintain it and tenants have remedies if service is interrupted or not provided.

Amends § 55.1-1200 of the Code of Virginia, which contains definitions for the Virginia Residential Landlord and Tenant Act.
