Prohibits court clerks from charging fees to attorneys for secure remote access to nonconfidential court records when the attorney is certified by the Virginia Indigent Defense Commission in that jurisdiction

Requires attorneys to be currently appointed to represent a defendant in the jurisdiction and agree to continue accepting appointments to qualify for the fee exemption

Allows clerks to terminate the free remote access agreement if the attorney abuses the access privilege, is removed from the court-appointed attorney list, or stops accepting appointments from that court

Amends Virginia Code § 17.1-267, which governs services for which court clerks may not charge fees
