Establishes the Nationally Certified School Psychologist Program to provide incentive awards to public school psychologists who obtain national certification from the National Association of School Psychologists

Incorporates the new program into the existing National Teacher Certification Incentive Reward Program and Fund, which will now cover both teachers and school psychologists

Provides nationally certified school psychologists with an initial state-funded award of $5,000 and subsequent annual awards of $2,500 for the life of the certificate, with continued payments upon renewal

Authorizes the Board of Education to establish procedures for determining award amounts if fund moneys are insufficient to pay all eligible teachers and school psychologists the full award amounts
