Prohibits the Governor from deploying Virginia National Guard members to active duty combat unless Congress has issued an official declaration of war or specifically called forth the Guard under Article I, Section 8, Clause 15 of the U.S. Constitution

Defines "active duty combat" as participation in armed conflict, hazardous service in a foreign state related to armed conflict, or duty through an instrumentality of war

Preserves the Governor's authority to deploy the National Guard for defense support of civil authority missions, both domestically and in foreign states

Amends existing statutes governing the Governor's power to summon the National Guard for law enforcement, riot suppression, and emergency response to incorporate the new combat deployment restrictions

Requires the Governor to take all necessary actions to comply with the congressional authorization requirements before any combat deployment
