Lowers the educational qualification required for a person providing an evaluation letter of a home-instructed student's academic progress from a master's degree to a bachelor's degree in an academic discipline

Maintains the existing alternative that such evaluation letters may also be written by a person licensed to teach in any state

Applies to the annual evidence of progress that home-instructing parents must submit to the division superintendent by August 1 following each school year

Amends Virginia Code § 22.1-254.1, which governs home instruction requirements and acceptable alternatives to public school attendance
