Eliminates the exception that previously allowed school boards to hire individuals convicted of violent felonies or crimes of moral turpitude if they had civil rights restored, completed 20+ years of supervision, demonstrated good character, and showed commitment to rehabilitation.

Creates an absolute bar on school board employment for anyone convicted of violent felonies or crimes of moral turpitude defined as barrier crimes under Virginia Code § 19.2-392.02.

Applies the same stricter prohibition to contractors and their employees who have direct contact with students on school property during regular hours or school-sponsored activities.

Maintains existing prohibitions on hiring anyone convicted of offenses involving sexual molestation, physical or sexual abuse, or rape of a child.

Preserves school board discretion to hire individuals convicted of felonies or moral turpitude crimes that are not classified as barrier crimes, provided civil rights have been restored by the Governor.
