Amends governance of the Western Virginia Public Education Consortium to expand the governing board from 33 to 34 members, including 16 legislative members (up from 14) and 18 division superintendents (down from 19 due to the Alleghany-Covington consolidation)

Updates House and Senate district numbers to reflect current redistricting and allows the governing board to periodically approve additional localities for membership beyond the 14 counties and 5 cities currently named

Requires the governing board to approve a member school division to serve as fiscal agent for the Consortium and allows division superintendents to send designees in their place

Removes the duty to develop linkages with Northern Virginia schools for educational technology, reducing the Consortium's enumerated functions from six to five

Includes a sunset provision stating that if the Consortium is not funded by a separate appropriation for fiscal year 2027, the entire chapter establishing it expires on January 1, 2027
