Counties or cities that transition from a private contractor to operating their own public transit system must adopt collective bargaining and offer employment to all private company employees without loss of compensation or benefits

The Director of the Department of Rail and Public Transportation must convene a work group to develop implementation recommendations, with findings due to legislative committees by November 1, 2026
