Authorizes local governments in Planning Districts 8, 9, and 15 (Northern Virginia, Rappahannock-Rapidan, and Hampton Roads regions) to install and operate noise abatement monitoring systems on highways to detect and enforce exhaust system violations.

Defines an exhaust system violation as operating a passenger car or commercial motor vehicle with exhaust noise exceeding 95 A-weighted decibels (dBA) or violating local noise ordinances enacted under existing law.

Establishes a civil penalty of up to $100 for violations, with penalties paid to the locality for program administration and transportation safety initiatives; violations do not count as convictions or affect driving records or insurance.

Requires summonses to be mailed to vehicle owners within 30 days of the violation, with owners able to rebut the presumption of liability by identifying the actual driver through affidavit or sworn testimony.

Permits localities to contract with private vendors for monitoring systems, but compensation must be based on services provided rather than the number of violations or penalties collected, and collected data is restricted exclusively to enforcement purposes.
