Authorizes local governments in Planning Districts 8, 9, 15, and 16 (Northern Virginia, Rappahannock-Rapidan, Richmond Region, and Hampton Roads) to install and operate noise abatement monitoring systems on highways to detect and enforce exhaust system violations.

Defines an exhaust system violation as operating a passenger car or commercial motor vehicle with an exhaust system emitting noise exceeding 95 A-weighted decibels (dBA) or violating local noise ordinances.

Establishes a civil penalty of up to $100 for exhaust system violations detected by the monitoring systems, with penalties paid to the locality for program administration and transportation safety initiatives.

Allows summonses to be issued by mail to vehicle owners, lessees, or renters, with a rebuttable presumption that the registered owner was the operator; violations do not become part of the driver's record or affect insurance.

Permits localities to contract with private vendors for monitoring system equipment and services, but compensation must be based on goods and services provided rather than the number of violations or penalties collected.
