Adds 5 new hallucinogenic substances to Schedule I, including 4-hydroxy-DET, 4-acetoxy-DET, 3-methylmethcathinone (3-MMC), dipropyltryptamine (N,N-DPT), and their salts and isomers

Amends § 54.1-3446 of the Code of Virginia governing Schedule I controlled substances, which carry the most severe penalties for possession, distribution, and manufacturing

Schedule I classification indicates substances have high potential for abuse, no currently accepted medical use in the United States, and lack accepted safety for use under medical supervision
