Requires a 60-day warning-only period when a locality first implements a bus obstruction monitoring system before monetary fines can be assessed

Prohibits the use of biometric identification or facial recognition technology in these monitoring systems

Limits data retention to six months or 60 days after final citation disposition, whichever is later, and restricts use of images to parking enforcement and transit facility inspections only

Requires that private vendor compensation be based on goods and services provided, not on the number of violations or penalties collected
