Expands permitted uses for the 26% of emergency medical services vehicle registration fees returned to localities, which previously could only fund training and purchase of equipment and supplies for nonprofit EMS agencies

Adds maintenance of equipment as an allowable expense, in addition to the original purchase authorization

Expands allowable expenditures to include facilities and vehicles permitted by the Office of Emergency Medical Services

Authorizes localities to use returned funds for "other operating expenses deemed necessary by the locality to ensure the provision of emergency medical services"

Maintains requirement that funds support only nonprofit emergency medical services agencies holding valid licenses from the Commissioner of Health, and that localities cannot use these funds to supplant local appropriations
