Amends Virginia Code § 65.2-1201 to explicitly authorize payment of administrative costs from the Uninsured Employer's Fund

Administrative costs covered include third-party administrator fees, legal fees, medical audit fees, applicable salaries and benefits, and other direct expenses necessary to operate the fund

Specifies that funds used for administrative costs are not subject to recoupment provisions under § 65.2-1204

The Uninsured Employer's Fund is financed by a tax not exceeding 0.5% assessed on the same persons who pay into the Workers' Compensation Commission Administrative Fund

Tax collection is suspended for any calendar year when the fund balance exceeds the next year's budgeted expenditures
