Creates the Athletic Trainer Compact Commission as a joint governmental agency to administer the compact, with each member state appointing one commissioner to oversee rules, data systems, and compliance.

Requires licensees to follow the scope of practice laws of the state where the patient is located and subjects them to that state's regulatory authority, including potential disciplinary actions.

Waives compact privilege fees for active military members and their spouses, with member states having the option to charge reduced or no state fees for this population.
