Amends Virginia's Interstate Massage Compact to specify acceptable national examinations for multistate licensure, including the Massage and Bodywork Licensure Examination and National Certification Board for Therapeutic Massage and Bodywork exams taken prior to January 1, 2015.

Expands education requirements for multistate license eligibility to include either 625 clock hours of massage therapy education, graduation from a qualifying program plus two years of continuous licensure, or a Commission-approved equivalent.

Modifies Compact Commission membership to allow delegates to be either a member of the state licensing authority or the primary administrative officer (or designee).

Provides special accommodations for active military members and their spouses, allowing them to designate a home state during active duty and meet education requirements through graduation from a program meeting that state's minimum qualifications.

Authorizes the Commission to elect up to two ex officio, nonvoting members as specified in its bylaws.
