Transfers regulation of radon measurement, mitigation, and mitigation compliance inspection services from the Department of Health to the Department of Professional and Occupational Regulation

Renames the Virginia Board for Asbestos, Lead, and Home Inspectors to include "Radon" and expands board membership from 12 to 14 members, adding one radon measurement professional and one radon mitigation specialist

Requires radon measurement professionals, radon mitigation specialists, and radon mitigation compliance inspectors to obtain state licenses, hold certification from a national certification body, and maintain general liability insurance of at least $250,000 per occurrence

Establishes that willful violations of radon licensing or training regulations constitute a Class 1 misdemeanor for first two offenses and a Class 6 felony for third and subsequent violations within three years, with civil penalties up to $1,000 for initial violations and $5,000 for subsequent violations

Exempts homeowners who perform radon services on their own residence from licensure requirements, unless the property is occupied by persons other than the owner or immediate family
