Expands the Division of Consumer Counsel's duties to include establishing mechanisms for receiving and investigating consumer complaints involving emerging technologies

Requires the Division to refer appropriate emerging technology complaints to federal, state, and local agencies charged with enforcing applicable consumer laws

Amends existing Code of Virginia § 2.2-517 to add the new emerging technology complaint-handling requirement to the Division's existing consumer protection responsibilities

The Division already operates a statewide toll-free consumer hotline and coordinates with other agencies on complaints involving illegal, fraudulent, deceptive, or dangerous practices
