Authorizes the Virginia Department of Transportation to establish a pilot program for autonomous truck-mounted attenuators (ATMAs) in mobile work zones operating at speeds of 25 mph or less

Permits ATMAs to operate without a human driver inside when in autonomous mode within active work zones, but requires a remote operator to continuously monitor and control the vehicle

Requires ATMAs to operate in a leader-follower configuration and mandates Department-approved testing demonstrating reliable performance before deployment

Mandates a human driver must operate ATMAs when traveling to and from work zones on public highways

Requires annual reports to the House and Senate Transportation Committees by December 1 each year, with the pilot program expiring on December 31, 2031
