Establishes that the Western Virginia Public Education Consortium will be maintained only with funds appropriated by the General Assembly in the general appropriation act

Restructures the governing board to include division superintendents (or their designees) from member localities and legislative members from districts partially or wholly located in Western Virginia, with legislators serving as nonvoting ex officio members

Allows the governing board to approve additional localities for membership beyond the original 14 counties and 5 cities specified in statute

Requires the board to approve a member school division to serve as fiscal agent for the Consortium

Removes the requirement to develop and maintain linkages with Northern Virginia schools to promote educational technology usage, and limits annual reporting to bienniums in which the Consortium receives state funding
