Authorizes local employers to provide enhanced Virginia Retirement System benefits equivalent to State Police Officers' Retirement System benefits for full-time animal control officers and full-time salaried 911 dispatchers

Adds these two positions to existing categories eligible for enhanced benefits, which currently include law enforcement officers, firefighters, emergency medical technicians, and regional jail officers

Enhanced benefits become effective July 1, 2027, and apply only to service earned on or after that date

Employers may optionally extend enhanced benefits retroactively to cover service earned before July 1, 2027

Requires employers to adopt a resolution approved by the Virginia Retirement System Board to provide these enhanced benefits to eligible employees
