Expands Virginia's population reallocation rules for redistricting to include persons civilly committed to Department of Behavioral Health and Developmental Services facilities under Chapter 9 of Title 37.2 (sexually violent predator civil commitment)

Requires civilly committed individuals to be counted at their pre-commitment residential address for redistricting purposes, rather than at the facility location, if that address was within Virginia

Mandates the Department of Behavioral Health and Developmental Services provide data to the Division of Legislative Services by July 1 of each census year, including unique identifiers, residential addresses, race, ethnicity, and age information for civilly committed persons

Applies the same reallocation framework already used for incarcerated individuals in federal, state, and local correctional facilities to this newly covered civil commitment population

Adjusted population data must be made available within 30 days of receiving census data and protects individual address information from public disclosure
