Authorizes local governments in Virginia to adopt ordinances allowing zoning administrators to use an expedited administrative process to approve rezoning for affordable housing developments without full legislative review

Qualifying developments must have at least 75% affordable housing units, comply with Virginia Fair Housing Law, connect to public water/sewage systems, and be located in areas identified by the locality as suitable for increased density

Localities adopting such ordinances must specify minimum units per acre, maximum lot size, and height requirements, and submit annual reports on approved permits and constructed units

Localities with expedited affordable housing ordinances may receive priority for grants and loans administered by the Virginia Department of Housing and Community Development

Requires localities with populations over 3,500 to report annually to the Department on housing-related policy changes, including any expedited affordable housing ordinances adopted
