Establishes the Commonwealth Food Security and Coordination Act, designating the Department of Social Services as the lead agency to coordinate emergency food access during federal nutrition benefit interruptions, natural disasters, and other emergencies

Requires the Department to develop a coordinated emergency food-access plan involving food banks, nonprofit food providers, mutual-aid organizations, faith-based groups, community kitchens, and community gardens

Mandates activation of emergency food-access operations within 24 to 72 hours upon locality request or Department determination that an emergency exists

Designates the Department of Agriculture and Consumer Services and Department of Emergency Management as participating agencies responsible for logistics support, transportation, warehousing, and coordination with local emergency management offices

Requires the Department to submit a report to the Governor and General Assembly within 120 days following any activation, summarizing areas served, distribution partners used, and data sources relied upon
