Establishes the Teacher Recruitment and Retention Mentorship Pilot Program pairing division superintendents from school divisions with low teacher vacancy rates with those from high vacancy rate divisions to share recruitment and retention strategies

Department of Education will administer the program in coordination with the Virginia Association of School Superintendents, developing policies for matching superintendents and maximizing mentorship effectiveness

Each superintendent mentorship must submit annual reports to the Department detailing activities, strategies discussed, implementation outcomes, and changes in teacher recruitment and retention rates

Department must submit annual reports by November 1 to the Governor and chairs of House and Senate education committees analyzing the program's effectiveness in reducing teacher vacancies

Program expires July 1, 2029
