Requires each school board to develop and implement a divisionwide plan for diabetes care and management for students diagnosed with diabetes, effective beginning with the 2027-2028 school year

Permits students with diabetes to carry and use cell phones or smart devices to monitor glucose levels, contact parents, or communicate with health care providers about diabetes-related needs

Mandates schools with 10+ instructional/administrative staff have at least two employees trained in insulin and glucagon administration; schools with fewer than 10 staff must have at least one trained employee

Provides civil liability immunity for ordinary negligence to trained school employees who assist with insulin administration, insulin pump insertion, or glucagon administration with proper authorization and parental consent

Directs the Department of Education to revise the "Diabetes Management in Schools: Manual for Unlicensed Personnel" by January 1, 2027, and review it at least biennially thereafter
