Modifies existing law to allow election officials to accept private donations or grants exceeding $1,000 for voter education, outreach, registration, or election administration if approved by a two-thirds majority vote of the State Board of Elections or local governing body

Removes the current blanket prohibition on accepting property or services from private individuals or nongovernmental entities for election purposes

Eliminates the provision allowing polling places or voter satellite offices to operate in privately-furnished facilities

Maintains the exemption for federal government grants that may be funded in part by private donations
