Repeals provisions allowing challenges to voter registration before the general registrar and challenges to voters at polling places on election day, eliminating five existing code sections (§§ 24.2-429, 24.2-430, 24.2-432, 24.2-433, and 24.2-651)

Retains the circuit court petition process where three qualified voters may file objections to another person's registration, but prohibits such petitions within 60 days of a primary or general election

Requires petitioners to provide 15 days' notice to the person whose registration is challenged, with the court required to give these cases precedence on the docket

Establishes a 7-day deadline for filing appeals of circuit court decisions on voter registration challenges, with appeals also receiving docket precedence

Removes the provision that absentee ballots with properly completed voter statements are exempt from challenge, consistent with eliminating the polling place challenge process
