Establishes "Virginia's Great Outdoors Act" to create dedicated funding for land conservation, recreation, and preservation through a new tax on data centers

Imposes a $3 per square foot annual tax on data centers with facility footprints of 25,000 square feet or more, effective January 1, 2027

Requires distribution of at least $250 million annually beginning July 1, 2028, with major allocations including $70 million to State Park Conservation Resources Fund, $50 million for public lands infrastructure, $30 million each to the Virginia Land Conservation Fund for general use and agency land acquisitions, and $25 million each for statewide trails and regional multi-use trails

Creates the Virginia Tribal Commitment Fund to support Virginia tribes with nation building, cultural revitalization, land acquisition, and tribal capacity building, receiving at least $500,000 annually

Removes previous requirements for the Governor to include recommended appropriations for land conservation in the budget bill, replacing discretionary appropriations with the dedicated tax revenue stream
