Requires consideration of aligning state performance labels with federal designations, including placing schools with federal Comprehensive Support and Improvement designation in the lowest state performance category

Proposes reducing points awarded for students who fail proficiency assessments from 0.75 to 0.5, and rebalancing the weight of student growth to be at least equal to proficiency measures

Directs changes to high school readiness indicators (3E Framework), including capping total points schools can receive and adjusting points awarded for military enlistment achievements

Requires the Department of Education to submit a comprehensive implementation plan by August 1, 2026, including how preliminary school performance results will be shared with local divisions before each school year begins
