Amends Virginia's Freedom of Information Act (§ 2.2-3705.7) to add a new exemption protecting personal contact information of minors under 18 participating in state programs such as apprenticeships, unpaid internships, or externships

Protected information includes home or mailing addresses, email addresses, and telephone numbers or other electronic communication device numbers provided by the minor to the state public body

Parents and guardians, including noncustodial parents, retain the right to access their child's information unless parental rights have been terminated or a court has restricted access

Emancipated minors may assert their own right of access, and parents or emancipated individuals may waive the protections in writing to allow public disclosure

The exemption is discretionary, meaning custodians may disclose the information unless prohibited by other law, but are not required to do so under FOIA requests
