Amends § 28.2-234 to give the Marine Resources Commission authority to prescribe how license tags and identification numbers must be attached and displayed on commercial fishing boats, nets, and other devices

Removes specific statutory requirements that previously dictated exactly where tags must be placed (e.g., offshore stakes for fixed fishery devices, flagstaffs for gill nets, starboard side for vessels)

Repeals § 28.2-235 of the Code of Virginia in its entirety

Maintains the Class 1 misdemeanor penalty for licensees who fail to properly attach or display required license tags or identification numbers
