Prohibits selling or distributing nitrous oxide containers exceeding eight grams to the general public, with exceptions for health care providers, food service establishments, industrial gas distributors, automotive performance businesses, research institutions, aerospace manufacturers, and restaurant/food preparation uses

Bans the sale of flavored nitrous oxide products marketed with tastes or smells resembling food, beverages, fruit, candy, or other flavors to non-exempt persons

Makes it unlawful to sell devices designed to deliver nitrous oxide through direct inhalation to anyone not covered by the exemptions, expanding the previous restriction that only applied to minors under 18

Classifies violations as Class 1 misdemeanors, and maintains existing penalties for deliberately inhaling noxious substances (Class 1 misdemeanor) or inducing others to do so (Class 2 misdemeanor)

Defines "noxious chemical substances" to include nitrous oxide along with ketones, aldehydes, ether, chlorinated hydrocarbons, and other inhalants
