Requires anyone conducting a civil arrest in a Virginia courthouse to present identification and a judicial warrant to courthouse security, with the warrant's authenticity confirmed by a judicial officer or attorney before access is granted

Expands civil arrest protections to include parties attending court, their family members, and witnesses, prohibiting their arrest while going to, attending, or leaving court proceedings

Designates hospitals, schools (preschool through higher education), and attorneys' offices owned by the Commonwealth as "protected areas" where federal immigration enforcement is prohibited without a judicial warrant

Authorizes school divisions to notify parents and staff when federal immigration agents are present on school property and requires agents to present judicial warrants to access nonpublic areas

Prohibits federal immigration enforcement activities within 40 feet of polling places during elections, electoral board meetings to ascertain results, and recount locations, with violations constituting contempt of court and subject to civil action by the Attorney General
