Directs the Department of Social Services, Department of Behavioral Health and Developmental Services, and Department of Health to convene a work group evaluating Virginia's response to parental prenatal and postnatal substance use

Work group must review existing statutes, regulations, and practices regarding Plans of Safe Care under the federal Child Abuse Prevention and Treatment Act, with emphasis on preserving mother-infant relationships while ensuring child safety

Tasks include identifying best practices, service gaps, data gaps, training opportunities, and inconsistencies in toxicology and cord blood testing of pregnant or postpartum women and children

Members include representatives from state and local social services, health agencies, community service boards, OB/GYNs certified in addiction medicine, pediatricians, researchers, hospital staff, doulas, midwives, impacted parents, and advocacy organizations

Written report of findings and recommendations due to specified Senate and House committees by December 1, 2026
