Establishes a new charter for the Town of Louisa in Louisa County, Virginia, repealing the previous charter from Chapter 68 of the Acts of Assembly of 1972

Creates a governing structure consisting of a Mayor elected to a four-year term and a five-member Town Council elected at-large to staggered four-year terms, with a Vice-Mayor elected by Council for two-year terms

Authorizes the Town Council to appoint key officers including a Town Manager (serving as Chief Executive Officer), Town Clerk, Town Attorney, Town Treasurer, and Chief of Police, all serving at the pleasure of the Council

Grants the Town all powers conferred upon towns under Virginia's Constitution and Code, including authority to assess and levy taxes, issue bonds, and establish employee pay scales

Sets the Town's fiscal year from July 1 to June 30 and continues all existing ordinances not inconsistent with the new charter
