Allows state retirees who initially enrolled in the state health benefits program but later discontinued participation one additional opportunity to re-enroll, provided they do so within five years of their retirement date

Bars retirees from participating in the state health plan if they discontinue participation a second time after re-enrolling

Maintains the existing requirement that retirees must initially elect to participate within 31 days of their retirement date or be barred from future enrollment

Amends § 51.1-1405 of the Code of Virginia governing participation in the state retiree health benefits program
