Directs the Department of Social Services (DSS) and Department of Medical Assistance Services (DMAS) to contract with a third-party vendor to study and create a modernization plan for the Virginia Case Management System used to administer federal benefit programs.

Requires the vendor to solicit feedback from advocacy groups, local social services departments, and multiple state agencies including the Departments of Education, Taxation, Motor Vehicles, Veterans Services, and the Virginia Employment Commission.

Mandates the vendor review and recommend improvements for system capacity, staffing, funding sources, hardware/software requirements, and implementation timeline while meeting federal standards from USDA, CMS, and Administration on Children, Youth, and Families.

Requires recommendations for uniform statewide data entry standards across local departments of social services to standardize collection methods for federal benefit program administration.

DSS and DMAS must submit a detailed modernization plan to the Governor and relevant legislative committee chairs by December 1, 2026, then proceed with procurement.
